Opioid Settlement Funding
Background
Indiana Attorney General: Opioid Settlement
From 2022 through 2038, there are 11 cities/towns in Porter County plus Porter County government for a total of 12 governmental agencies. The State of Indiana has acquired and is disbursing funds to fight this epidemic. Disbursements are currently scheduled to be received by units through 2038. Over the years, Valparaiso expects to receive approximately $1,466,263.39. The City of Valparaiso is seeking to fight this epidemic by providing funds to organizations working to support people in treatment and recovery. The funds are appropriated through an Abatement Share (restricted) and an Unrestricted Share. (See Attachment A for definition.)
The Abatement Fund (restricted) balance as of April 1, 2025, is $256,031.89. The Unrestricted Fund balance as of April 1, 2025, is $185,183.10. The City will be receiving an additional $85,323.53 in the Abatement Fund (Restricted) and $36,567.22 in the Unrestricted Fund in 2025.
Note: Applications must go through a review process. Opioid funding is limited, and some applications may not be approved. Only proposals directly related to addressing the opioid epidemic will be considered for funding.

Deadline to submit is June 20, 2025.
APPLICATION PROCEDURE
Step 1. Determine eligibility for funding proposal consideration. In order to qualify for funding, the organization must fall into one of the following two categories:
1) The organization must be a nonprofit entity registered as a 501C3 or governmental agency working to combat substance use disorder.
- Examples of Abatement Fund expenses for reimbursement: Prevention Programs
- Treatment for Opioid use disorder
- Provide social workers to work with and support local agencies dealing with substance abuse disorders.
- Examples of Unrestricted Fund expenses for reimbursement:
- Repairs to building and facilities
- Pay utility bills
- Purchase a vehicle
- Purchase equipment
Step 2. Gather Documentation & Submit Form

- The applicant can complete a physical application form and submit the fully executed application to Peter Anderson, City Council Member, City of Valparaiso, 166 Lincolnway, Valparaiso, IN 46383.

REVIEW AND APPROVAL PROCEDURE
Step 1. After applications are received, staff will review the applications and provide recommendations to the City Council.
Step 2. The Valparaiso City Council will vote on the appropriation of funds. Based on the outcome of the vote, the applicant will be notified.
