John Bowker is the president of the council's finance and utility committees and liaison to the Redevelopment Commission and the Ordinance Committee. He has been a part of the Valparaiso Kiwanis Club since 1983 and has been the public address announcer for Valparaiso University basketball since 1986.

John has been the coordinator of the Administrative Systems Office of Information Technology at Valparaiso University since 1993. He received his Bachelor's degree from Valparaiso University in 1978 and his MSBA from Indiana University in 1989.

John and his wife, Joanne, have two daughters - Joy and Jane. They currently reside at:
